National Earth System Science Data Center Sharing Serve Platform

National Earth System Science Data Center (hereinafter referred to as the “Center”) is a national scientific and technological innovation base aiming to answer the needs for scientific and technological innovations, economic and social development, social governance innovation and “safe China” construction. According to the "sphere system-discipline classification-typical region" multi-level data processing and integration, the center has built 18 first-class disciplines covering the atmosphere, hydrosphere, cryosphere, lithosphere, land surface, ocean and outer space, with a wide range of disciplines, multi-temporal and spatial scales, and the largest comprehensive earth system science database group in China，and the center has established 115 multi-disciplinary thematic databases for global change and response, ecological restoration and environmental protection, monitoring and prevention of major natural disasters, development and utilization of natural resources (water, soil, gas, biogas, minerals, energy, etc.), and earth observation and navigation. The total amount of data resources exceeds 2.0 Pb.

Data Policy 本联盟遵从以下四条基本原则： 一）开放性原则。本联盟是一个开放的、宽松的科学数据共享组织，地球系统科学相关领域的科研人员、数据资源的拥有者、使用者均可以申请加入。 （二）共建共享原则。本联盟成员既是科学数据资源的提供者，又是科学数据资源的使用者；通过共建共享，促进地球系统科学数据资源长期发展。 （三）公益性原则。地球系统科学数据共享联盟遵从“完全和开放”、“无歧视”的数据共享政策，提供无偿数据共享服务。 （四）共赢、互利原则。本联盟积极探索科学数据共享机制，实现所有联盟成员受益、互利和共赢。
Data Sharing Principle 第六条 【业务范围】整合集成分布在国内外地球系统科学研究领域的科学数据，引进国际数据资源，并在此基础上生产加工满足地球系统科学研究需要的专题性和综合性数据产品，通过分布式的数据共享体系，为国家重大战略和基础与前沿领域科学研究提供科学数据支撑。 第七条 【数据资源体系】本联盟的数据资源内容涉及固体地球、陆地表层、海洋、大气和外层空间5个圈层；数据所涉及的学科及领域有地理、自然资源、灾害与环境、气候变化、地质、地球物理、天文、空间、对地观测、人口与社会经济等。近期数据资源集成与共享的重点侧重在陆地表层系统及人地关系研究方面。 第八条 【数据来源】本联盟主要整合集成科学研究的过程和结果数据，以及用于科研目的所获取的监测、观测、探测、试验等数据。这些数据主要来源于国内外数据中心群、高等院校、科研院所、野外站点以及科学家手中。
